Navigating the Kyle Special Event Permit Process

Learn more about what qualifies as a special event, why permits matter, and how to navigate the updated process.

As community events continue to grow in size and popularity, the City of Kyle is updating its Special Event Permit process to better support event organizers while prioritizing public safety.  

You may be asking, what is a Special Event? Who needs a Special Event Permit? Who needs to know about this? Or, how can I learn more? Luckily, we’re here to help.  

What is a ‘Special Event’? 

A Special Event in the City of Kyle is a gathering, community festival, 5k race, or large-scale celebration that takes place within city limits.  

To get even more specific, a Special Event is an event that 100 or more people may attend or events that include one or more of the following elements: 

  • Use of emergency services 
  • Public advertising or promotion 
  • Events open to the general public 
  • Zoo or exotic animals 
  • Commercial sale of food, merchandise, or services 
  • Entry, registration, or application fees 
  • Bounce houses or inflatable structures 
  • Any activity that may impact public safety 

Most frequently, we work with homeowner’s associations (HOAs) hosting neighborhood events, race organizers, and individuals or groups reserving parkland for public events.  

There are exceptions to the Special Event permit criteria, for more information on those, join us for a Special Event Workshop on either Monday, April 13 or Tuesday, April 28 from 6:30 – 8 p.m. at Kyle City Hall’s Falcon Room, 100 W. Center St.

Why do I need a permit? 

Safety. It’s very simple. Public safety is at the core of the Special Event Permit process. Applying for a permit and following the process allows for city staff to ensure each event has adequate security, access for emergency vehicles, proper barriers between pedestrians and vehicles, road closures or pedestrian-only areas, and sufficient trash and recycling containers.  

By reviewing these elements ahead of time, the City can help prevent issues and support organizers in creating safe, well-managed events for all attendees.  

What is the permit process? 

Special Event Permit applications must be submitted at least 90 days before the event date and include a $25 application fee along with other documentation, if applicable. 

Applications are reviewed in coordination with City department staff through the Special Event Review Committee, which may require additional information or meetings with the organizer. 

Once the initial review is complete, City staff will issue a notice to proceed email outlining a customized permitting checklist and timeline. Event organizers must then submit all remaining documentation through Smartsheet by the specified deadlines. This review process typically takes 10–15 business days. 

A Special Event Permit is granted after all application materials, supplemental forms, plans, and fees have been approved and paid. In most cases, permits are issued prior to event-day inspections. The City of Kyle reserves the right to deny applications that fail to meet submission deadlines, conflict with City events, do not satisfy insurance or safety requirements, or otherwise do not comply with Special Event guidelines.
