The City of Kyle is proud to share that City Secretary Jennifer Kirkland has been named the 2025 Emerging Leader Award recipient by the Texas Municipal Clerks Association (TMCA).
This prestigious statewide award recognizes municipal clerks who demonstrate exceptional leadership, professional dedication, and a strong commitment to advancing the field of municipal governance.
Ms. Kirkland earned this honor for her commitment to excellence in public service, along with her focus on mentoring and empowering her team through continued training and growth opportunities. Her steady leadership and collaborative spirit reflect the City of Kyle’s core values of integrity, accountability, transparency, and teamwork.
“Jennifer’s dedication and leadership have strengthened our organization and inspired those around her,” Kyle Assistant City Manager Jesse Elizondo said. “This recognition is a testament to her hard work and the positive impact she’s made on our city team and the community we serve.”
The TMCA Emerging Leader Award is presented annually to a clerk who embodies the association’s mission and vision through service to their city, colleagues, and community. Recipients are recognized for their leadership, initiative, and support of professional development both within their departments and across the state.
To be eligible for the award, nominees must be active TMCA members who are currently enrolled in or have completed the Texas Registered Municipal Clerks Certification Program. Candidates are nominated by peers, supervisors, elected officials, or community members who recognize their contributions to local government and the municipal clerk profession.
