When heavy rain falls in Kyle, Stormwater Program Manager Kathy Roecker is already working behind the scenes to protect residents, prevent flooding, and safeguard the city’s waterways.
Roecker, who celebrated her 10-year anniversary with the City of Kyle in December 2025, leads the city’s stormwater program — a critical effort that helps manage rainwater runoff, prevent pollution, and ensure Kyle’s drainage systems function safely and effectively. Her work protects homes from flood damage, preserves water quality, and helps the city meet important state and federal environmental standards.
“My work is all about protecting our community — our homes, our health, and our environment,” Roecker said.
Preventing flooding and protecting residents
A major part of Roecker’s role is reviewing development plans to ensure new construction meets Kyle’s stormwater regulations. By verifying that drainage systems are properly designed, she helps prevent flooding and protects surrounding properties from water damage.
She also responds to resident concerns and investigates drainage complaints, working to resolve issues quickly and prevent long-term problems. In one case, Roecker helped protect a homeowner after construction activity altered the drainage of their backyard, preventing what could have become a serious flooding issue.
Working across departments to protect Kyle’s waterways
Roecker’s work extends beyond plan reviews and complaint investigations. She collaborates daily with departments across the city, including Planning, Parks, and Capital Improvement Projects, to ensure stormwater infrastructure is properly maintained and environmental standards are met.
Roecker works closely with City Drainage Engineer Keshav Gnawali to evaluate drainage concerns and identify solutions that protect residents and infrastructure. Together, they help ensure Kyle’s drainage systems function properly as the city continues to grow.
She also works closely with Stormwater Inspector Brycen Arnold, who conducts field inspections of construction sites, drainage systems, and potential pollution sources. While Arnold focuses on on-site inspections, Roecker ensures the city remains compliant with its stormwater permit and regulatory requirements.
This work helps prevent pollutants such as trash, chemicals, and debris from entering Kyle’s creeks and waterways, protecting ecosystems and water quality for the entire region.
Supporting residents and protecting the environment
Each day, Roecker responds to citizen inquiries, investigates potential pollution concerns, and helps coordinate cleanup efforts to keep Kyle’s waterways clean. Her work helps protect Plum Creek, Bunton Branch, and downstream waterways that are vital to the region’s environmental health.
“What I love most about my job is helping people, answering questions, and easing concerns,” Roecker said.
With a background in environmental regulation and a passion for protecting natural resources, Roecker plays a key role in ensuring Kyle remains a safe and environmentally responsible community.
“My job is to keep pollution out of our waterways and make it better for future generations,” she said.
Through careful planning, collaboration, and oversight, Roecker’s work helps protect Kyle residents from flooding, preserve water quality, and support the city’s continued growth — ensuring a safer, healthier future for the entire community.
