City of Kyle Launches Utility Customer Assistance Program to Support Residents

Pilot program offers financial relief and flexible support to help residents stay current on utility bills.

The City of Kyle is introducing a new Utility Customer Assistance Program (UCAP), a pilot initiative designed to help residents experiencing financial hardship stay current on their utility bills.

UCAP assistance will provide short-term financial assistance to qualifying households, helping them stay connected to essential services like water, wastewater, trash, and storm drainage. Assistance will come in the form of credits applied directly to monthly utility bills. Eligible residents may receive help each month, with a total limit of up to $600 per household per year.

In addition to monthly bill credits, the program includes other ways to help residents stay on track. This may include one-time assistance for past-due balances, payment plans with more flexibility, help covering reconnection fees, and limited late fee waivers.

Eligibility is based on program guidelines and may consider factors such as household income, emergency situations like medical issues or loss of income, account standing, and payment history.

The application process is designed to be simple and accessible. UCAP uses a good-faith, self-attestation model, meaning residents can apply without submitting income documentation upfront. However, applications are reviewed by the City, and additional information may be requested if needed. Approval is not guaranteed.

Funding for the program is limited and will be available while funds last. Residents who are denied assistance or reach the program limit will have the option to submit an appeal through the City’s Utility Billing Division.

The program will run as a six-month pilot, allowing the City to evaluate how it is used and how it can best serve the community. Staff will share results with City Council to help guide future decisions about the program’s continuation or expansion.

Residents interested in applying can complete the UCAP application online at CityofKyle.gov/UCAP or submit a paper form in person at Kyle City Hall.
