Kyle Police Chief Dr. Jeff Barnett has been recognized by the Texas Police Chiefs Association with its Innovation Award, an honor that highlights creative, forward-thinking work in law enforcement.
That recognition centers on the department’s Real-Time Crime Center, or RTCC, which launched in early 2025. The center is the first of its kind in Central Texas for an agency of this size, and it reflects a growing focus on using technology in practical ways that support both officers and the community.


The Texas Police Chiefs Association created the award to recognize members who step outside the box to build innovative programs within their departments and communities. In Chief Barnett’s case, the nomination points to the RTCC as a clear example of that kind of leadership.
Inspired by similar programs in Austin and larger cities such as Albuquerque, Fresno, and New York, Chief Barnett saw an opportunity to bring that model to Kyle in a way that fit the city’s needs.
Since opening, the RTCC has helped officers and analysts work together more quickly during urgent situations. The system has supported cases involving dangerous suspects, fleeing individuals, missing persons, and requests from partner agencies. For residents, that means better real-time information during critical incidents and a more connected approach to public safety.
As Kyle continues to grow, programs like the RTCC show how local departments are adapting, finding new tools, and building systems that help keep the community informed, protected, and supported.
