2022 Road Bond Update: Windy Hill Road Project Set to Begin

Kyle’s voter-approved 2022 Road Bond Program continues to move forward as more projects taking shape across the city. As work progresses, we want to keep residents informed on where each project stands, what’s coming next, and how these improvements will help make daily travel smoother over time.

This time, we’re taking a closer look at Windy Hill Road which is set to break ground this month.

Why Windy Hill Matters

Windy Hill is an important east-west road for many Kyle residents, especially families and commuters traveling between neighborhoods, schools, and I-35. It is also a road where traffic often backs up in the morning during peak commute times. This project is designed to help ease that traffic and make the drive feel smoother and safer.

The Windy Hill Road project will improve the stretch of road from the I-35 northbound frontage road to Purple Martin Avenue. When complete, the road will include two lanes in each direction with a center turn lane through much of the project area, along with intersection improvements, drainage upgrades, and improvements at the Richmond Branch crossing. The design also includes a gentler curve near I-35, a roundabout at Cherrywood, and pedestrian improvements such as sidewalks and a shared-use path along part of Windy Hill.

What This Project Will Change

For residents, that means a road that should be easier to drive, easier to turn on and off of, and better able to handle the morning rush. It also means better connections for people walking in the area and a safer, more reliable route over time.

What Comes Next

This project has continued moving through design, bidding, and final coordination ahead of construction. We also received encouraging news during bidding, with the approved construction contract coming in about $6 million below the overall project budget — a positive step as Windy Hill moves closer to construction.

We look forward to sharing more details as those plans are finalized and hope residents will join us as we mark another important step forward in the 2022 Road Bond Program.

As construction gets closer, residents should also expect some temporary changes in the area, including shifting traffic patterns, work activity, and occasional delays. We know that can be frustrating on a road people already use every day, and we will continue sharing updates along the way so residents know what to expect. The goal is a road that works better for everyone long after the work is done.

Jurisdiction Along Windy Hill Road

As with many roads in and around Kyle, Windy Hill does not fall entirely under one jurisdiction. Near I-35, part of Windy Hill is under City of Kyle jurisdiction, while much of Windy Hill farther east falls under Hays County.

That kind of overlap is not unusual. Some roads people use every day are maintained by the City of Kyle, while others fall under Hays County, TxDOT, or another agency. You can see this on the City’s Street Maintenance Dashboard. City staff coordinate where possible with those partners, and the City has worked beyond its own jurisdiction in the past when needed. For this project, though, the Windy Hill work being advanced through the 2022 Road Bond Program will stay within City of Kyle jurisdiction.

Residents may also remember a separate Hays County proposal for improvements on other parts of Windy Hill. That county effort was tied to the 2024 Hays County road bond, which was later voided by a Travis County court decision over Open Meetings Act issues. This Windy Hill update is about the City of Kyle project, which continues moving forward on its own timeline.

Other Road Bond Projects Moving Forward

Windy Hill is one of several 2022 Road Bond projects continuing to move forward this year. Construction remains active on Kohlers to Seton and Bebee Road West, and both projects are making visible progress as work continues. Together, these projects represent the kind of long-term investment needed to build safer, better-connected roads across Kyle.
